FBI investigating incident aboard Carnival Dream, cruise line denies suspicious death rumours

Federal authorities are investigating an incident aboard the Carnival Dream that reportedly occurred on Wednesday while the ship was at sea, according to a spokesperson from the FBI’s Houston office.

Connor Hagan, a spokesperson for the FBI, confirmed on Sunday that an “incident” took place around July 23rd, 2025, and that a maritime liaison agent based out of the Texas City resident agency is now coordinating with the U.S. Coast Guard, U.S. Customs and Border Protection, and Carnival Cruise Line.

Hagan did not disclose the nature of the incident but noted the ongoing status of the investigation. The FBI is the lead federal agency in the US for investigating potential crimes that occur on the high seas.

Confirmation from the FBI came a day after Houston news outlet KHOU 11 reported that a death had occurred aboard the vessel. According to KHOU, law enforcement sources said a death investigation is underway, but this has not been independently verified.

In response to speculation, Carnival Cruise Line issued a statement to KHOU 11 denying that the incident is related to a “suspicious death”.

“There is no investigation about a suspicious death on Carnival Dream and it’s disappointing to learn that any guests might be spreading rumours about something they know nothing about,” the statement read.

While the FBI has not confirmed a death, its involvement indicates the incident met a threshold for federal interest. The agency does not typically launch an investigation or make public statements about onboard incidents unless there is reason to believe a federal crime may have occurred.

Carnival Dream had been sailing a six-night Western Caribbean itinerary that departed Galveston on July 20th and returned Saturday. According to cruisemapper.com, the ship was in Belize City on Wednesday — one of three scheduled ports of call.

Passengers on board told KHOU they were awakened by sirens around 3 or 4 a.m. on the day of the incident.

One guest said they heard a call for medical assistance over the ship’s public address system, specifically directed to the Serenity Deck. Passengers also reported a delayed disembarkation in Galveston on Saturday and said they observed law enforcement boarding the vessel.

As of Sunday, the Carnival Dream was en route to Key West, Florida, its next scheduled stop, according to cruisemapper.

Carnival recently announced that Carnival Dream will return to New Orleans as its homeport in 2027.
